Feb 22, 2017 - Can someone suggest how to solve this issue? // GTA V SCRIPT HOOK (build Mar 16 2016, v1.0.678.1) // (C) Alexander Blade 2015-2016. Jan 05, 2017 Start the game via the RAGEhook executable file located in the main directory of your copy of GTA V. If everything works fine and you can play the game after it had loaded, proceed to install LSPD:FR and/or other modifications to the game.

Additionally, are you aware of a modding menu/method that is not dependent on DirectX for GTAV?

This is not related to SHVDN. SHVDN depends on SHV which needs an update to work with the latest game version. Watch this space for a new update to come out which supports the latest game version: http://www.dev-c.com/gtav/scripthookv/

@crosire I have downloaded the latest version of script hook v and I am not sure why I receive this error.

The game received an update. Blade's SHV needs to update to reflect that. So we need to wait until it has. SHVDN/We can't do anything about it.
